That would be ALWAYS. That's right. If you want to avoid the responsibility of a choice or don't like your options, you can refuse to choose, but that is a choice in itself. Every moment of every day in your life involves a choice, or the result of a choice. Whatever you are doing at a given moment you are doing because you chose to do it. The choice might have been conscious or unconscious, but it is still a choice. Even when something happens to you which is controlled by outside forces, you have the choice of how to handle it and respond. In fact, a lot of things happen to all of us in life which we have no control over. But we DO have control over how we deal with these situations, and making the right choice can make a huge difference in our lives.
Now when you think about it like that, it seems like we have an enormous amount of control over our lives. Actually we do, because God gave us this power of choice. It's up to us to use it wisely and not ignore it. (Choosing to ignore it would be another choice.) But when we choose to ignore our responsibility to make the right choices in our lives and when we don't face life as it comes, it's like making the choice to give up your choice. What I mean is: choosing to ignore uncomfortable decisions opens us up to being dragged and swept along by whatever circumstances and influences come along.
Finally, we humans can gain experience and knowledge over the course of our lives, but no matter how smart we become, it's impossible to make the right or best choice every time. This is why we need to be like Solomon, the "wisest man who ever lived", and ask God for wisdom in making those choices in life, whether they are life-altering or very simple.
